Why does this happen, I make a new site in WordPress Multisite Network and the new site is always stuck using “http://” even though SSL is active.
It’s because WP Core devs think new sites might not have SSL installed yet:

yah this is super annoying on Multisite networks
HTTPS outnumbers HTTP sites for WordPress already, doesn’t it? no reason to keep HTTP as the default anymore, esp. for security reasons.
